Players’, Women’s and Disability Delegate Nominations 2023

As set out in clause 12.4 of the ABSC Constitution, four “Elected Board Members” are to be appointed to the Board each year. These comprise two Players’ Delegates, a Women’s Delegate and a Disability Delegate, all of which are to be elected by the Ordinary Members in the event that the number of nominations exceed the number of roles. These positions reflect the desire of the Board and the State bodies to engage with the members directly and to enhance the governance and future of snooker and billiards in Australia.

The four elected positions are all “full Board member” positions with the successful candidates being actively involved in the Board and entitled to propose motions, vote etc. An overview of the role and responsibilities for the Players’, Women’s and Disability Delegates is provided with this announcement

Interested members are now invited to nominate a member for these roles, using the attached nomination forms. These need to be signed by the nominator and the nominee, and must include a one-page biography of the nominee setting out relevant interests and experience. Please return all nomination forms to the ABSC Secretary General, Simon Fortune at secretary@absc.com.au by Wednesday 13 September 2023.

Details of the Nomination and Election Process

1. There will be four Elected Board Members. None of the positions are gender specific.

2. The Elected Board Members will be elected by the ABSC’s Ordinary Members.

3. The election is for a period of one “year” from the end of one AGM to the end of the next AGM.

4. Elected Board Members can be re-elected from year to year but must be nominated for election each year.

5. The Elected Board Members will have full voting rights and will have the same rights, roles and general responsibilities of the other Board Members.

6. The Elected Board Members will be elected by a secret electronic ballot to be concluded prior to the AGM.

7. The Elected Board Members will be elected by votes received from Ordinary Members who are adult financial members (including, of course, life members) of a State/Territory Association and whose membership has not been suspended.

8. In respect of the two Player Delegates, there can only be one Players’ Delegate elected from any State/Territory.

9. An Ordinary Member can nominate a person for election from any State/Territory and is not limited to their own State/Territory.

10. Only Ordinary Members who are adult financial members of a State/Territory Association may be elected or may nominate a person for election.

11. Written nominations signed by the nominee and the nominator shall be submitted in writing to the Secretary General of the ABSC by 13 September 2023 by email at secretary@absc.com.au in the form provided. No seconder is necessary.

12. The nomination must also include a one-page biography of the nominee which will be included in the announcement of the nominations by the ABSC on 14 September 2023.

13. If there is only one nominee for the Women’s Delegate position that person will be elected unopposed. If there are no nominees, then the position may be filled as a casual vacancy by the Board after the next AGM is concluded.

14. If there is more than one nominee for the Women’s Delegate position that person will be elected on a cumulative voting system where Ordinary Members will only be able to select one candidate.

15. If there is only one nominee for the Disability Delegate position that person will be elected unopposed. If there are no nominees, then the position may be filled as a casual vacancy by the Board after the next AGM is concluded.

16. If there is more than one nominee for the Disability Delegate position that person will be elected on a cumulative voting system where Ordinary Members will only be able to select one candidate.

17. If there are only 2 nominees for the Players’ Delegate positions, they will be elected unopposed. If there are less than two nominees, the position/s may be filled as casual vacancy/vacancies by the Board after the next AGM is concluded.

18. If there are more than two nominees for the Players’ Delegate positions those persons will be elected on a cumulative voting system where Ordinary Members will only be able to select two candidates.

19. In the event of a tied vote, the Executive Committee will invite the tied candidates to confer to determine if any candidate wishes to withdraw their nomination. If the conferral process does not resolve the tie, then the successful candidate will be selected by drawing lots.

20. Voting by email will be open from Thursday 14 September 2023 to midnight AEST Thursday 21 September 2023.

21. Only one vote is permitted for each Ordinary Member. You must vote from the email you have provided to your relevant Association as all email votes will be verified against that detail. A vote received from an email address that differs from that recorded with your Association will not be recognised. Once a vote is cast it cannot be changed or withdrawn.

22. The Appointments take effect at the end of the 2023 AGM.

23. The ballot will be secret ballot and the votes will be scrutinised by the President and the Secretary General.

24. Results will be announced on Saturday 23 September 2022.
