The World Snooker Association has released new qualifying criteria for the Main Tour and Challenge Tour in 2003/04. Qualification routes have been simplified and there will be more promotion places available from the Challenge to the Main Tour.
The Main Tour and Challenge Tour will each consist of 128 players allocated as follows:

| Top 80 from the official 2002/2003 world ranking list | 80 | | Next 16 from 2002/2003 one year list | 16 | | Top 25 from the Challenge Tour order of merit 2002/2003 | 25 | | International Players | 4 | | Concessions | 2 | | IBSF World Championship | 1 | | | 128 total |
Challenge Tour
| 32 relegated from 2002/2003 Main Tour | 32 | | Next 64 (26-89) from the Challenge Tour order of merit 2002/2003 | 64 | | 32 from National Governing Bodies | 32 | | | 128 total |
The number of places that have been allocated to each country are as follows:

The selection criteria for a regional body are to be based on either:- National champion and/or runner up
- Top players from national rankings
- Junior champions (over 15 years of age)
